To whom it may concern: The XRV Rocket Chronicles web site (http://home.swbell.net/sbaughmn) has been removed pending an investigation initiated by Commander Joseph Schlabatnic of the Dallas field office of the FBI. Two special agents have been assigned to an investigation into alleged connections between XRV rocket program research and the recent downing of a United States Air Force F117-A aircraft over Kosovo, Yugoslavia. Preliminary examination of computer files recovered from XRV headquarters indicates a high likelihood of wrongdoing. The web site will be returned to operation after determination of the amount of involvement of Mr. Baughman and those associates who shared a knowledge of his classified projects. It is alleged that Mr. Baughman may have been an unwitting participant in secret dealings with the Yugoslavian government involving the exchange of XRV avionics technology in return for large quanitites of ammonium perchlorate oxidizer, in what has been recently referred to in the media as an "arms-for-AP" agreement. It is suspected that advanced XRV avionics may have played a part in recent eastern-bloc missile technology upgrades that contributed to the downing of the military jet. If you have any information pertaining to the involvement of Mr. Baughman or his associates, please contact special agent Mae I. Pulyerleg, at our Dallas field office. For more information on this case and others, see our web site at www.fbi.gov.
